The phrase is apt given its striking parallels to southern France, including the lovely beaches, the perfect climate, and the star-studded annual film festival. The event in Santa Barbara can hardly rival that of Cannes, but what it lacks in prestige, it makes up for by its proximity and deep ties to Hollywood.
